The Worst Model in History: How the Curve was not Flattened



"Flattening the Curve" was an incredibly successful meme during the early stages of the Covid epidemic. Unfortunately, it was based on a model that we can describe as the worst ever proposed in history (or maybe the second worst, after the one that assured Napoleon that invading Russia in Winter was a good idea). Here, I explain why the model was so bad, and I also include a discussion on whether climate change models might suffer from the same problems.  


You may have heard the quote, "all models are wrong, but some can be useful." It is true. But it is also true that wrong models can be misleading, and some can be lethal. In history, some of these lethal models were fully believed ("let's invade Russia, what could go wrong?), while the lethal consequences of following some current models are still not understood by everyone ("economic growth can continue forever, why not?"). Other models are telling us of the lethal consequences of not following them; it is the case with climate models. There are many kinds of models, but you can't deny that they are important in determining human actions. 

In this post, I'll discuss the model that gave rise to the concept of "Flattening the Curve" at the beginning of the Covid-19 epidemic. It was based on the idea that "non-pharmaceutical measures" (NPIs) would slow down the diffusion of the virus and avoid overloading the healthcare system. It was one of those models that looked good at the beginning, but that turned out to be a disaster. Among other things, it gives us a chance for a critical examination of climate models: could they suffer from the same problems? 

About the "Flattening the Curve" story, this idea of slowing down the diffusion of a viral infection was not wrong in itself. For millennia, people had noted that many illnesses were transmitted from person to person and that staying away from sick people could reduce the chances of infection. But country-wide lockdowns, universal masking, and the like had never been tried before. So how would you know that they could have a significant effect? 

Indeed, before the great Covid scare, the general opinion among practitioners and experts was that quarantines and other drastic measures were counter-productive, if not completely useless. Then, in early 2020, a new concept burst into the scene and took the memesphere by storm: "Flattening the Curve." It was expressed in the form of a graph that appeared over and over on the media in slightly different forms, but always showing the same concept. Here is an example among the many.

Let's start by noting that the model is based on the typical shape of the curves describing an epidemic cycle. It occurs when something grows (e.g., a virus) by exploiting a resource (e.g., human beings). If the resource is limited, as is the case for the number of people that can be infected, then the growth of the infection will start slowing down, reach a maximum, and then decline. The result will be a "bell-shaped" curve, a behavior that has been known from the time of the Great Plague of London in the mid-17th century. (note, incidentally, that epidemic curves do not normally show the "Seneca Effect," that a faster decline in comparison to growth. It is because the system is relatively simple, and viruses are not affected by "pollution"). 

So, the "Flattening the Curve" model was based on something real; nevertheless, it had enormous problems. Take a careful look at the figure above. The model implies no less than two separate miracles. The first is that the "zero" of the x-axis is supposed to coincide with the "first case." It implies that, miraculously, the government would be so farsighted to decide to lock down a whole country on the basis of a single observed case or just a few. Such a government never existed, and you may argue that it cannot exist in the real world. In practice, NPIs were mandated only when the epidemic was well on its way and fast growing. Note also how the "Protective Measures" curve touches exactly the limit of the healthcare system's capacity without overcoming it. How the measures could be calibrated so precisely is another miracle. 

The need for two miracles is bad enough for a single model, but there is a much worse problem with it: the model shows two curves with the same shape; they differ only in scale, a parameter that cannot be reliably determined in the early phases of an epidemic cycle. Then, of course, in the real world, the epidemic will follow only one of the two curves, and how do you know which one? In other words, how do you know if the measures are having any effect? Remarkably, the question was almost never publicly asked during the epidemic. The "flattening the curve" model soon became a political issue and, in politics, there are questions that you are not allowed to ask. 

So, let me try to step out of politics and use science to ask a forbidden question: how would the curve react to the "measures" applied while the curve has already started to grow? Everybody expected an effect, of course, and, obviously, a strong effect if it had to be worth the effort. Tomas Pueyo correctly used the term "the hammer" to describe the expected effects of NPIs (one of the very few correct observations he ever made). And if you hit something with a hammer,  you do expect some immediate effect. But what kind of effect, exactly? 

In a previous post, I described a simple SIR (sane, infected, removed) epidemic model, not a sophisticated model but several steps higher on the scientific scale than a purely qualitative two-curve diagram. The model can be easily tweaked to show the effects of a sudden reduction in the transmission factor (Rt) of the infection as a result of NPIs (note that it doesn't apply to vaccines, which can only be introduced gradually). Below, you see a typical result of my calculations. 

The vertical axis is the infected fraction of the population (the "prevalence"), which should be proportional to the number of measured positive cases. The horizontal scale is the time; a typical epidemic cycle lasts a few months. The graph is roughly modeled on the Italian case in early 2020, and it assumes that the "measures" are mandated on the 20th day of the start of an infection cycle that lasts a few months. The model assumes that the NPIs reduce the infectivity (Rt) of the virus by 50% (as it was commonly expected to happen). 

The result is that the slope of the prevalence curve changes when the NPIs are put in place. You can play with the parameters in different ways, but, for a significant decrease in the virus transmission rate, you will always see a discontinuity in the curves in correspondence to the start of the measures. NOte also that there is a certain latency time before a contact with an infected person will lead to a positive result to a PCR test, but for Covid this latency is estimated as of a few days, no more than five. The effect of the latency time will be to smooth the transition, but the change of slope should remain detectable. Overall, this is what the real "flattening the curve" should look like.

Of course, there exist much more sophisticated epidemiological models, but good modelers know (or should know) that complicated models are not necessarily better than simple ones. Here I don't want to enter into the academic debate on the effect of NPIs (it never reached policymakers and the public, anyway). Just as a quick note, you may wish to take a look at this 2020 paper. It was published by the group led by Neil Ferguson at the Imperial College in London, who was one of the main proponents of lockdowns. The authors argue that lockdowns were effective, but, if you examine the paper carefully, for instance, looking at fig. 2 of the extended results, you'll see that their own results do not support their conclusions. (and I am not the only one who noted the problem).

But rather than going into the details of complicated models, let's just use common sense. The NPIs are a sudden change in the parameters of the system. When the government orders people to stay locked at home, most of them do that immediately. So, you do expect an immediate effect on the shape of the epidemic curve. The problem is that you don't see anything like that in real-world data. Below, the case of Italy in 2020. NPIs were enacted on March 9th, when the curve had reached about 25% of the peak. The curve continued to grow along the same trajectory for 19 days more. 




Italy is just one case. Maybe, if you are a real first-class sleuth, you might find some cases where you can evidence a discontinuity in an epidemic curve in correspondence with the NPIs being enacted. But we have hundreds, probably thousands, of examples, and they are almost always smooth, except for the unavoidable random noise. The conclusion can only be that if the NPIs had an effect, it was very small. Incidentally, these observations are consistent with the recent Cochrane Review that used different methods to examine the effectiveness of face masks and other NPIs in slowing down the diffusion of viruses. No detectable effects were found. 

In the end, more than two years of "measures" were imposed on citizens on the basis of a model that implied miracles and didn't include methods to verify the effect of the recommended actions. The damage done to society was enormous in psychological, economic, and human terms, all for effects that turned out to be so small not to be measurable. We are still reeling from the disaster, and it may take several more years before we completely recover -- if we'll ever recover. 

The question, then, becomes how it could be that almost everyone in the world was completely overtaken by such a bad model -- possibly the worst one ever developed in history? It is a story related to the military implications of epidemics as bioweapons, but I'll tell it in a future post.

The Shanghai Lockdown: a Memetic Analysis


Despite evidence that the rise in the number of cases is stalling, the Chinese lockdown in Shanghai and other cities continues, with hundreds of millions of people forced into their homes or in quarantine centers. What's happening? I argue that the Chinese government may have acted -- and still be acting -- on the basis of a meme that has its origin in a military perception of the pandemic.  


A "meme" is a small unit of information that can easily move from one human mind to another. It is the virtual equivalent of a virus in the sense that it "infects" people and influences their behavior. To explain the concept, maybe the best way is with an example: how my grandmother was absolutely convinced that nobody ever should drink a glass of milk without having boiled it first. She was infected with a meme that we could describe as "boil the damn milk." It was simple and direct, but, unfortunately, completely useless in the 1960s, when pasteurization had become common. 

My grandmother was not stupid: she was simply applying a tested method to deal with things she knew little about. The problem is that memes can be (or become) wrong or harmful, and yet they are very difficult to dislodge. In the photo, you see Colin Powell, in 2003, showing a vial of baby powder while claiming that Iraq had weapons of mass destruction. Hundreds of thousands of people were killed largely on the basis of a meme that turned out to be completely false. 

The Covid pandemic is another case of a complex story that most people are unprepared to understand. We should be trained in microbiology, medicine, epidemiology, and more -- no way! So, we rely on simplified snippets to guide our everyday activities. "Wear the damn mask," "stay home," "don't kill granny," "flatten the curve," and the like. That includes our leaders, and even many of the so-called "experts".

But how can we tell whether a meme is good or bad? One way to decide is to look at its origin. All memes have a story. Sometimes they begin as sensible precautions ("boil the milk before drinking it") but, in some cases ("lock everybody inside their homes"), they have a more complicated story. Where does the lockdown meme come from? Its origin can be found in the evolution of the concept of "biological warfare." But let's go in order. 


The Militarization of Biotechnologies

Biological weapons have been around for a long time in history. Ancient writers tell us of cadavers of infected people shot into besieged cities using catapults. It must have been spectacular, but it doesn't seem to have been common or especially effective. The problem with biological weapons is similar to that with chemical weapons. They are difficult to direct against specific targets and always carry the risk of backfiring. So, in modern times, bioweapons were never used on a large scale and, in 1972, a convention was enacted that outlawed biological warfare. That seemed to be the end of the story. But things were to change.  

You see in  Google Ngrams how the interest in biological weapons started to grow from the 1980s, onward.

    

The Ngrams results are confirmed by an examination of the scientific literature, as you may see by using Google Scholar or the Web of Science. The figure shows the number of papers dedicated to biological weapons (note that in the figure years go right to left in the graph and that the 2022 data are still incomplete.)

The origin of this renewed interest lies in the development of modern genetic manipulation technologies, supposed to be able to create new, and more deadly germs. But they can do much more than that: what if you could "tailor" a virus to the genetic code of specific ethnic groups, or even to the DNA of single persons? That remains (fortunately) for now in the realm of science fiction, but there is a simpler and more realistic approach. You can direct a virus to harm the enemy while sparing your population. You can do that if you have a vaccine, and they don't (like the old Maxim gun in colonial warfare). Considering that biological weapons are also cheap, you can see how the idea of biological warfare has become popular, with China often believed to be a leader in this field. You can read an in-depth discussion on this point on Chuck Pezeshky's site.

Before going on, stop for a moment to remember that these are just ideas: they have never been put into practice. And you are discussing lethal viruses that can kill millions (maybe hundreds of millions) of people. What could go wrong? Nevertheless, the idea of a weapon that only kills your enemies while sparing your forces is an irresistible meme for military-oriented minds. Then, once the meme is loose in the memesphere, it starts acting with a force of its own. The increasing interest in bioweapons indicates that during the past 3-4 decades, military planners started believing that "genetic warfare" was a real possibility. At this point, strategic planning for a biological war became a necessity, in particular about what should have been done to prepare a country to react when targeted with bioweapons.

The diffusion of this meme generated a revolution in the views on how to contain an epidemic. Earlier on, the generally accepted view favored a soft approach: letting the virus run in the population with the objective of reaching the natural "herd immunity". For instance, in a 2007 paper, the authors examined a possible new influence pandemic and rejected such ideas as confinement, travel bans, distancing, and others. On quarantines, they stated that "There are no historical observations or scientific studies that support the confinement by quarantine of groups of possibly infected people for extended periods in order to slow the spread of influenza." 

But when the military meme of biological warfare started emerging, things changed. A bioweapon attack is nothing like a seasonal flu: it is supposed to be extremely deadly, able to cripple the functioning of an entire state. Facing such a threat, waiting for herd immunity is not enough: the virus has to be stopped fast to allow the defenders to identify the virus and develop a vaccine. 

You can find several documents on the Web advocating an aggressive attitude toward epidemics. One was prepared by the Department of Homeland Security in 2006. Another comes from the Rockefeller Foundation in 2010, where you can read of a scenario called "Operation Lockstep" that described something very similar to what came to pass in 2020 in terms of restrictions. Possibly, the most interesting document in this series is the one written in 2007 for the CDC  by Rajeev Venkayya. The document didn't use the term "lockdown" but it proposed a drastic series of measures to counter a possible outbreak that leading nearly two million victims in the United States only. It proposed a series of restrictions on the movement of people and, for the first time, the concept of "flattening the curve." It had a remarkable influence on the events that took place in 2020. We'll go back to this graph later. 


Up to 2020, all these ideas remained purely theoretical, just memes that floated in the memesphere. Things were soon to change. 


The Wuhan Lockdown meme

In early 2020, the Chinese government reported the discovery of a new virus, that they labeled SARS-Cov-2, rapidly spreading in the city of Wuhan. The authorities reacted by enacting a strict lockdown of the city and a partial one in the province of Hubei. The lockdown lasted from Jan 23 to April 8, a total of about 2 months and a half. 

It was an extraordinary event that finds no equivalent in modern or ancient times. Of course, quarantines have been known for centuries, but the idea of a quarantine is to confine people who are infected or who have been in contact with infected people. A lockdown, instead, means locking down everybody in a large geographical region. It had been tried only once in modern history, when a three-day lockdown was implemented in Sierra Leone with the idea of containing an outbreak of Ebola. It had no measurable effect on the epidemic. 

Many people proposed elaborate hypotheses about how the Chinese government may have been planning the pandemic in advance for strategic or political reasons. I don't see this idea as believable. Citing W.J. Astore, "People who reach the highest levels of government do so by being risk-averse. Their goal is never to screw-up in a major way. This mentality breeds cautiousness, mediocrity, and buck-passing." I think the Chinese government is not different. Governments tend to react, rather than act. They also tend to be authoritarian, and a drastic lockdown is surely something that they favor since it enhances their power. 

Seen in this context, it doesn't matter if the SARS-Cov-2 virus was a natural mutation of an existing virus or, as some said, it had escaped from the biological research laboratory in Wuhan. What's important is that the Chinese authorities reacted "by the book." That is, they put into practice the recommendations that could be found, for instance, in Venkayya's CDC paper, although, of course, that doesn't mean that they actually read it. The Chinese surely had their own recommendations on preparedness that we may imagine were similar to those fashionable in the West. They may have believed that the virus was a serious threat, and they may even have suspected that it was a real biological attack. In any case, it was an occasion for the Chinese leaders to show their muscles and, perhaps, also to test their preparedness plans.

Here are the results of the first phase of the pandemic in China. We see how the number of cases moved along a typical epidemic curve that started in January 2020 and went to nearly zero after two months, and there remained for two years.

  

There is no doubt that the Chinese government saw this result as a success. Actually, as a huge success. Don't forget that the initial reports had described an extremely deadly virus, of the kind that could cause tens of millions of victims. In practice, the deaths attributed to the SARS-Cov-2 virus in China were about 5000. Over a population of a billion and a half, it is an infinitesimal number, and the probability for a Chinese citizen to die of (or with) Covid during 2020 was of the order of 2-3 in a million. Infinitesimal, indeed. But was it was a success of the containment policies? Or simply the result of the virus being much less deadly than it had been feared to be? Whatever the case, whoever took the decision of enacting the lockdown also took the merit for its perceived success. It was a personal triumph for China's president, Xi Jinping. 

The apparent success of the Wuhan lockdown generated a new, powerful meme about the effectiveness of the drastic NPI measures based on lockdowns, distancing, cleaning, disinfecting, masking, etcetera. They seemed effective not just in terms of "flattening the curve", but also as methods to control the epidemic and arrive at a condition of "zero covid." Memes such as "stay home" spread to the Western governments, just as the SARS-Cov2 virus spread to Western countries. The memes of "flattening the curve" and of "zero covid" were remarkably successful, as you can see in these data from Google Trends: 


Initially, it seemed that the Covid epidemic in Europe would disappear after the first wave, thanks to the NPIs. European leaders may have been genuinely convinced of this. For instance, in November 2020, the Italian Minister of Health, Mr. Roberto Speranza, published a book titled "Why we will be healed" taking credit for the successful eradication of the epidemic in Italy. But shortly afterward the number of Covid cases in Italy restarted to grow, and Mr. Speranza hastily retired his book from bookstores and from the Web. It was as if that book had never existed. In no country in the West, the number of cases could be lowered to zero, nor the epidemic could be limited to a single cycle as it had been done in China. The comparison of two years of data for China and the US is simply dramatic:



Many Chinese people seemed to take this result as a demonstration that the Chinese society is superior to the Western one because of the better discipline and self-control shown by Chinese citizens. It is an opinion (another meme) that could be maintained as long as the epidemic was at a truly zero level in China. 

Maybe, but a little more than two years later, things changed in China. The virus started spreading in the Southern areas of the country despite a new, drastic lockdown enacted by the authorities. Here are the most recent data available.

   


And you see that China went along the same path that several Western countries followed. After a lull in the spread of the virus, they concluded that the virus was eradicated. But then a new, stronger wave arrived. China didn't do so much better than the West, after all. 


The Memes that won

Up to March 2022, the China lockdown policy was seen as an exemplary case of successful containment of an epidemic. But the Shanghai lockdown changed everything. I argue that what we are seeing is a meme that got loose in the mind of politicians and led them to make several bad mistakes. 

The point, here, is to define success and failure in the containment of a pandemic. But what metric would you use? Let's go back to Venkayya's diagram in the 2007 CDC report, reproducing it here again. 



Do you notice what scam this diagram is? This figure is not based on data, has no experimental verification, no references in past studies. It is just something that the author, Mr. Venkayya, thought was a good idea. The problem is that the diagram cannot be quantified: it shows two nice and smooth theoretical curves. But, in the real world, you would never be able to observe both curves. Think of the epidemic in Wuhan: which of the two curves describes the real-world data? You cannot say: you would have needed two Wuhans, one where the restrictions were implemented, another where they weren't. Then, you could compare. 

Of course, in the real world, there are no two Wuhans, but there are 51 US states that applied different versions of the concept of "restrictions" during the pandemic. A recent study by the National Bureau of Economics Research went to examine how the different states performed and found essentially no effect of the restriction on the health of the citizens. There are other studies based that show how the effect of NPIs such as lockdowns, distancing, masks, etc., is weak, if existing at all. 

That leaves open the question of why the first lockdown in Wuhan was perceived to be so effective that it was replicated all over the world. The key, here, is the term "effective." If the virus had been as deadly as it was believed to be, maybe even a biological weapon, then, yes, you could claim that the Wuhan NPI had contained it. But later experience showed that the Covid virus was not much more lethal than that of normal influenza. Some data show that it may have been endemic before the outburst of 2020, so the immune system of the Chinese may have been already equipped to cope with it. That would also explain why the 2022 wave was so much stronger: the Chinese had not exposed their immune system to viruses for nearly two years, and they had become especially vulnerable to new variants.  

At this point, I can propose an interpretation for the reasons for the recent Shanghai lockdown as a good example of the power of memes. It is possible that the Chinese authorities were genuinely convinced that the Wuhan lockdown of 2020 demonstrated that restrictions work (in different terms, they remained infected with the relative meme). So, facing a new wave of the COVID virus, they reacted in the same way: with a new lockdown, convinced that they are doing their best to help Chinese citizens to overcome a real threat. 

If this is true, the Chinese authorities -- and the Chinese citizens, as well -- y must have been surprised when they saw that the new Covid wave refused to be flattened, as it had seemed to be during the Wuhan lockdown. The problem, at this point, lies with the stubbornness of memes, especially in the minds of politicians. A politician, in China as everywhere else, can never admit to having been wrong. When they find that some of their actions don't lead to the expected results, they tend to double down. Of course, a larger dose of a bad remedy does not usually help, but it is the way the human mind works. We may imagine that the leaders of the inhabitants of Easter Island did the same when they increased the effort in building large statues there. Incidentally, these statues were themselves another stubborn meme infecting a population.


Conclusion: a memetic cascade

Two years of the pandemic are summarized in a single graphic from "Worldometers." What you see is a series of seasonal peaks, one in the summer for the Southern Hemisphere, the other in winter for the Northern Hemisphere. There is no evidence that the various campaigns of non-pharmaceutical interventions had a significant effect. Every day in the world, some 150,000 persons die for all reasons. The graph tells us that, on the average, only about 7-8 thousand people died of (or perhaps just with) Covid every day. Even assuming that all those who died with Covid can be classified as dead from Covid (not obvious at all), more than 95% of the people who died during this period died for reasons other than the Covid. 

The question that we face, then, is how was it that the world reacted with such extreme measures to a threat that, seen today, was much exaggerated. It may be still too early to understand exactly what happened, but I think it is possible to propose that it was a typical "feedback cascade" in the world's memesphere. A convergence of parallel views from politicians, decision-makers, industrial lobbies, and even simple citizens, most of them truly convinced that they were doing the right thing. 

I don't mean here that there were no conspiracies in this story, in the sense of groups of people acting to exploit the pandemic for their personal economic or political interests. Lobbies and individuals do ride memes for their own advantage. So, when the pharmaceutical industry discovered that they could make money with vaccines against the Covid, they pushed hard for the meme to spread. The surveillance industry did the same. And governments, of course, pushed for more control over their citizens. They are naturally authoritarian and the Chinese government may not be especially more authoritarian than the Western ones. 

But, overall, memes can be a force that moves infected people even against their personal interests. My grandmother had no advantage, just a slightly higher cost, from her habit of boiling her milk before drinking it. It is much worse for the Covid story. A lot of ordinary people fully believed the memes that the government's propaganda machine was pushing and they did things that were positively harming them, physically, socially, and economically. They still do, memes are resilient. Daniel Dennett said that "a human being is an ape infested with memes." and the Covid story shows that it is true. 

Fortunately, the number of cases in China seems to have reached its peak and from now on, it can only go down. But the recent news from Shanghai is worrisome. If the Western media are to be trusted, the Chinese government is engaged in fencing apartment buildings to keep people locked inside. It may still be way too early to say that the time of the requiem for an old meme has come.

"Our prevention and control strategy is determined by the party's nature and mission, our policies can stand the test of history, our measures are scientific and effective," the seven-member committee said, according to government news agency Xinhua.

"We have won the battle to defend Wuhan, and we will certainly be able to win the battle to defend Shanghai," it said.

They have clearly realized that they made a huge mistake, but they cannot admit that and they cannot back down. The usual disaster. And, by the way, they completely confirm my interpretation that they really believed that the lockdown in Wuhan had been a success in eradicating the virus. ("our measures are scientific" -- yeah, sure.....)

How we Became What we Despised. Turning the West into a New Soviet Union

 


For everything that happens, there is a reason for it to happen. Even for turning the former Free World into something that looks very much like the old "Evil Empire," the Soviet Union. I understand that this series of reflections will be seen as controversial, but I thought that this matter is important and fascinating enough to deserve a discussion.


It all started two years ago when we were asked to stay home for two weeks "to flatten the curve." Two years later, we are looking, bewildered, at the wreckage around us and asking ourselves: 'what the hell has happened?'

In such a short time, we found that our world had turned into something very similar to one that we used to despite. The old Soviet Union, complete with heavy-handed police, censorship of the media, criminalization of dissent, internal passports, and the state intruding on matters that, once, were thought to be part of every citizen's private decision sphere. 

Surprising, perhaps. But it is a rule of the universe that everything that happens has a reason to happen. The Soviet Union was what it was because there were reasons for it to be that. It was not an alien world populated by little green men. It was an empire similar to the Western one, just a little smaller, and it concluded its cycle a few decades before us. We can learn a lot from its story. 

Dmitri Orlov, born in Russia, was among the first who noted the parallel paths that the Western and the Soviet empire were following. His first book was titled "Reinventing Collapse" (2011). Let me propose to you an excerpt where Orlov tells us of an event he experienced in St. Petersburg in the years just after the collapse of the Union. At that time, the people who had dollars, as Orlov did, had a market power that ordinary Russians couldn't even dream of. We see here the consequences of being so rich that you don't worry about carrying small change with you. 

There was also an old woman in front of the store, selling buns from a tray. I offered her a thousand-ruble note. "Don't throw your money around!" she said. I offered to buy her entire tray. "What are the other people going to eat?" she asked. I went and stood in line for the cashier, presented my thousand-ruble note, got a pile of useless change and a receipt, presented the receipt at the counter, collected a glass of warm brown liquid, drank it, returned the glass, paid the old woman, got my sweet bun, and thanked her very much. It was a lesson in civility. 

Looks like a funny story, but it is not just that. It is a deep metaphor of how a market economy works, and also how it may NOT work. The problem is that, unless some specific conditions are met, a market economy is unstable. Money tends to end all in the hands of a few, leaving the rest with nothing. It is the law that says "the rich get richer." It has a corollary that says, "and everyone else gets poorer." 

There is only a way to avoid that a market economy leads to the rich getting everything: it is growth. If the economy grows, then the rich cannot pull money out of the market fast enough to beggar everyone else. The result is the illusion of a fair share. So, you may understand why our leaders are so fixated with growth at all costs. But don't forget that those who believe that an economy can grow forever can only be madmen or economists. 

But how do you make the economy grow? The magic word is "resources." No resources, no growth (actually, no economy, either). And if you exploit a resource faster than it can reform (it is called overexploitation), then, at some moment, the whole system will crash down. It is what happened to the Soviet Union and may well happen to us, too. But let's go in order.  

Let's go back to the story of Dmitry Orlov trying to buy a sweet bun in St. Petersburg. If the old woman had accepted Orlov's offer to buy the whole tray, the price of the buns would have skyrocketed to levels so high that nobody except him could have bought them. So, Orlov could have crashed the whole market of sweet buns of that particular place. The standard Western economic theory has that, at that moment, another old woman with another tray should have magically appeared to sell buns. Supply must always match demand: it is a postulate. But things don't work like that in the real world.

The market mechanism that matches demand and offer, the way you are taught in the Economics 101 course, can work only in conditions of relative abundance. If people have dollars, then someone will make buns for them and profit from the sales. If they only have rubles, then it may well be that nobody will bother to satisfy their demand: no profit can be made from nearly worthless rubles. 

But rubles and dollars are the same thing: pieces of paper with numbers printed on them. What makes the difference is a working -- or not working -- economy. The Russian economy after the fall of the Soviet Union wasn't working anymore: its roubles could buy little more than sweet buns and even that risked being disrupted by a rich foreigner passing by.

The problem was structural. Even before the collapse, the Soviet system couldn't produce an output large enough to sustain a free market economy. In part, it was an ideological choice, but mostly it was because it was because of the need to funnel a large fraction of production to military expenses. The Soviet Union was rich in natural resources, especially mineral ones. That was an advantage, but also a temptation for other countries to invade it. The idea of turning Russia into "the world's gas station" is recent, but it was around already long ago. And that was not just a temptation: over a couple of centuries, Russia, was invaded several times, the last time in 1941. If there ever was an "existential risk" for a country, that was it. The invading Germans had clearly stated that their plan was to exterminate some 20-30 million of Soviet citizens. 

The consequence is obvious: in order to survive, the Soviet Empire had to match the rival Western Empire in military terms. But the Soviet economy was much smaller: we can roughly estimate that it always was no more than about 40% of the US economy, alone. To match the huge Western economic and military machine, the Soviet Union needed to dedicate a large fraction of its economic output into the military system. Measuring this fraction has never been easy, but we can say that in absolute terms the Soviet military expenses nearly matched those of the US, although still remaining well below those of the NATO block. Another rough estimate is that during the cold war the Soviet Union spent about 20% of its gross domestic product on its military. Compare with the US: after WW2, military spending went gradually down from about 10% to the current value of about 2.4%. In relative terms, during the cold war, the USSR would normally spend four times more than the US for its military.

In a free-market economy, these huge military expenses would have drained the market of resources, beggaring a large fraction of the Soviet citizens. To keep the market functioning, the Soviet government had to play the role of the wise old woman in Orlov's story. It used its "five-year plans" to make sure that sweet buns for the Soviet citizens were produced, that is, the fundamental needs for life: food, shelter, clothing, fuel, and vodka.  

The five-year plans also had the purpose to limit the production of items that were considered "luxuries." For instance, the Soviet Union was a producer of caviar and, nominally, the price of caviar was low enough that most Soviet citizens could afford it. But caviar was not normally available in shops. When a batch of caviar tins appeared, people would stand in line hoping that there would remain a few cans left for when their turn came. This feature avoided that the rich could corner the caviar market, driving prices sky-high, just like Dmitry Orlov could have done with the sweet buns. It also had the effect of giving Soviet citizens the illusion that their rubles were worth something. But they understood that the ruble was a form of "funny money," not the same thing as the mighty dollar. Soviet people used to say "they pretend to pay us, and we pretend to work," and they were perfectly right. The ruble was a limited kind of money: it couldn't be always be used to buy what one wanted (just like when the Western government locked their citizens in their homes: they had money, but they couldn't use it). 

Now the pieces of the puzzle go to their places. The need for a tight control of the economy shaped the Soviet society: the media were controlled, censorship enacted, dissent criminalized, and more. Those who publicly disagreed that communism was the best possible government were considered to have psychiatric problems thanks to a subservient medical establishment. Then, they could be hospitalized, sometimes for life. (I know that it looks very much like.... you know what, but let's keep going).

Not only the Soviet system was strained to the limit, but it was also critically dependent on the availability of cheap resources. So, it was vulnerable to depletion, probably the factor that caused its collapse in the late 1980s. It is not that the Soviet Union ran out of anything, but the costs of natural resources simply became incompatible for the Soviet economy. Later on, the core of the Soviet Empire, Russia, could return to being a functioning state only because it didn't have to pay the enormous costs related to keeping an empire together.  

On the other side of the iron curtain, the relatively low military expenses and abundant natural resouces made it possible for the American citizens (most of them, at least) to enjoy an extravagant lifestyle, unthinkable elsewhere in the world. They lived in suburban houses, had two cars in every garage, could go wherever they wanted, had overseas vacations every year, could buy whatever they wanted without standing in line. The US citizens could even afford a certain degree of variety in the information they received. The state control on the media was enacted in subtle ways, giving citizens the illusion that they were not exposed to propaganda.

It was the kind of lifestyle that president Bush said was "not up for negotiation" -- except that when you deal with Nature, everything is up to negotiation.

The current problem is that the resources that made the West so rich and so powerful, mainly crude oil and other fossil fuels, are not infinite. They are being depleted, and production costs increase with depletion. And that's not the only problem: something else is choking the Western economic system: it is the enormous cost of the health care system

In 2018, the US spent $3.6 trillion in health costs, nearly 18% of its GDP. Today, it is probably slightly more than that. Yes, health costs in the US are nearly ten times larger than military costs. It is probably not a coincidence that troubles started to appear when these costs reached the same level, about 20%, of the military expenses for the Soviet Union. 

Someone has to pay for those costs and, as always, the task falls on the middle class which becomes poorer and poorer. On one extreme of the wealth distribution curve, former middle class citizens are losing everything and are being gradually squeezed out of the market. And here is the problem: those who have no money to spend can't buy their sweet buns. They become "non-people," aka, "deplorables." What is to be done with them? A possible solution (that I am sure some elites are contemplating), is just to let them die and cease to be a problem (it is the zombie scenario). But we are not there, yet. The elites themselves don't want the chaos that would result from starving a large fraction of the citizens. How to avoid that?

The solution is well known from ancient times: it is rationing. The Romans had already developed a system called "Annona" that distributed food to the poor. During WW2, the US had ration books, ration stamps and other forms of rationing. Food stamps were introduced at that time, and they still exist. The Soviets used a kind of funny money called "ruble." In the West, rationing seems to be a silly idea but it was done during WW2 and, if there is a serious economic crash -- as it is perfectly possible -- it can return. It must return because, without rationing, we'll have the zombie apocalypse all over simply because there is no mechanism in place to limit those who still have money from hoarding all they can, when they can. 

That explains many of the things we have seen happening: whereas the Soviet Government acted by restricting supply, the Western ones seem to find it easier to restrict demand -- it is the same thing: it means cooling the economy by reducing consumption. The lockdowns of 2020 seem to have had exactly that purpose, as argued convincingly by Fabio Vighi. Their effect was to reduce consumption, and avoid a crash of the REPO market that seemed to be imminent. 

Once you start thinking in these terms, you see how more pieces of the puzzle fall to their places. The West is moving to reorganize its economy in a more centrally controlled manner, as argued, among others, by Shoshana Zuboff. That means chocking private consumption and using the remaining resources to keep the system alive facing the twin threat of depletion and pollution, the latter also in the form of climate change.  

It is happening, we see it happening, Note that it is probable that there is no "command center" somewhere that dictated the various actions that governments took over the last two years. It was just a series of common interests among different lobbies that happened to align with each other. The financial lobby was terrified of a new financial crash, worse than that of 2008, and pushed for the control of the economy. The pharmaceutical lobby saw a chance to obtain huge profits from forcing medical treatments on everyone. And states saw their chance to gain control of their citizens at a level they couldn't have dreamed of before. The epidemic was just a trigger that led these lobbies with similar goals to act in concert. 

Lockdowns were just a temporary test. The final result was the "vaccination QR code." At present, it has been imposed as a sanitary measure, but it can be used to control all economic transactions, that is what individuals can or cannot buy. It is much better than the lines in front of shops of the old Soviet Union, so it may be used to ration essential goods before the zombies start marching. 

Does that mean that the QR code is a good thing? No, but do not forget the basic rule of the universe: for everything that happens there is a reason. Before the current crisis, the Western society had embarked on a free ride of wasteful consumption: it was good as long as it lasted. Now, it is the time of reckoning. In this sense, if the QR code were used for the good of society, it could be a fundamental instrument to avoid waste, reduce pollution, provide at least a basic supply of goods for everyone.  

But the QR can do that only if the citizens trust their government and governments trust their citizens. Here, we see the limits of the Western approach to governance. During the past decades, the Western governments couldn't do anything important without imposing it on their citizens by a shock-and-awe campaign of lies. That was the way in which governments imposed QR codes or, better said, they are trying to impose QR codes. The problem is that, over the years, the Western Governments have managed to lie to their citizens so many times that nowadays they have no credibility anymore.  

So, what's going to happen? Several scenarios are possible. The Western governments may succeed in their "sovietization" of society. That would mean a heavy crackdown on all forms of communication not directly controlled by the government and the criminalization of all dissent. The government may not necessarily need to arrive to concentration camps or to mass exterminations, but it might. In this case, after that the dust settles, we face at least a few decades of Soviet-like life. The government will use QR codes to control everything we do. If you dissent or protest, you'll risk being declared officially insane, and be subjected to mandatory psychiatric treatment in a hospital, or exiled in the Western equivalent of Siberia, or worse. Even if you are not branded as insane, you'll still be forced to submit to whatever medical treatment the pharmaceutical industry will decide is good for you. Bad, but at least you'll have something to eat and a roof under which to sleep. Don't forget that the Soviet Union survived for about 70 years and, in some periods, even prospered. 

That's not the only possible outcome. We might just sidestep the "Soviet" phase and move directly to the "post-Soviet" one. It would mean the collapse of the Western Empire, fragmenting into smaller states. That may imply severe political disturbance and civil wars are perfectly possible. The transition will be tough: it is not obvious that you'll have sweet buns for your breakfast. But after the "hot" phase, the lower governance costs of smaller state could allow them to recover and rebuild a functioning economy, at least in part, just like Russia did (but there is also the example of Ukraine). 

But history never repeats: it just rhymes. So, the Soviet system is just one of the many possible ways that a state can control the supply of goods to society. There may be other ways: after all, there was no Internet at the time of the Soviet Union. There were only the "media" which could be hijacked by the state and controlled from above: a "vertical" communication system. Instead, the Web is naturally a horizontal communication system. Controlling the Web may turn out to be difficult for states, perhaps impossible despite the unleashing of legions of those demonic creatures called "fact-checkers."  Because of the complexity and the versatility of the communication system available today, the Western society might manage to avoid the heavy top-down control that eventually led to the collapse of the Soviet Union. Just maybe.

The future is full of surprises and, who knows? It may even surprise us in a pleasant manner. We might perhaps escape the "Great Reset" and move to the "Great Awakening."

The Secret of Propaganda: Teaching Obedience


A classic example of modern propaganda. It dates from the 1940s and it shamelessly exploits the principle of authority. Note that there is no proof or evidence that a majority of doctors smoked Camels more than any other cigarettes. And there is no proof or evidence that, even if the claim were true, the doctors would be right. But the principle of authority works independently from data and truth and the campaign was a huge success. It is the great power of obedience.


Just a few days ago, I was a guest on a TV discussion on the usual subject* (practically, the only one being discussed nowadays).  At some moment, the discussion veered on propaganda, and the host** said something like, "but isn't it strange that Germany fell so easily for the Nazi propaganda despite the fact that it was the most cultured society in Europe at that time?" And it dawned on me:

It was not despite. It was because.

Exactly that. Propaganda and education go hand in hand: they are one the consequence of the other. In an instant, my whole career as a teacher flashed in my mind. What are we teaching to our students? Plenty of things, of course, but mostly it is about trusting the authority. Obedience, in one word. 

I experimented at times with the opposite approach, pushing my chemistry students to criticize their textbooks. Many of my students are smart fellows, some of them appreciated the idea, and sometimes they found errors that I hadn't noticed myself. But most of them found the exercise an annoying interlude in their studies. They were not stupid, either. They perfectly understood that learning how to criticize the authority gave them no useful "career points." They just wanted to go through their classes as fast as they could, hoping that the ordeal would soon be over. 

The problem is not just with chemistry. In all fields, students and teachers play a game together, as Simon Sheridan well described in a recent post. It is a game that aims at creating "the archetypal orphan," that is a person completely subjugated to a dominating figure that Sheridan identifies as "the devouring mother." You might also say "the dominating father," but it is a role that university professors assume by default. The technical details of what our students learn are obsolete or soon will be, but one thing of their training will remain for a long time: believing what they are told. Soon, the role of authority will not be fulfilled by their teachers anymore, they will be replaced by opinion leaders, politicians, and other figures. 

Look at how, in the 1940s, the tobacco industry had a huge success with a campaign aiming at convincing people that smoking Camels was a good idea because most doctors (a typical authoritative figure) smoked Camels. Look at how, nowadays, our governments used the same typical authoritative figures, doctors, to convince us to do things that might turn out to be more harmful for our health than cigarette smoking.

The educated can be made to believe that Iraq has weapons of mass destruction, or that cigarettes and canola oil are healthy (a typical claim in the midcentury), or that the high numbers of breakthrough COVID cases in countries with 90% vaccination rates are caused by the 10% of unvaccinated people. They can be made to believe anything, really.  
So, the more educated you are, the more sensible to propaganda you are. No wonder that many of the people most affected by propaganda are well learned ones, especially people who have comfortable government jobs. Among scientists, belief in the current propaganda campaign is especially visible with climate scientists, whose beliefs depend on an authority called "climate models." (I have no statistics to cite on this point, but I know the people who work in the field) Conversely, blue-collar people engaged with real-world problems are more cautious in believing what they are told by the government, as noted by Scott Latham

So no surprise that the highly cultured Germans of the 1930s fell in the hands of the rabid Nazi madness (in the hands of the God Wotan, as Jung noted). And the most likely ones to fall for the Nazi ideas were among the most educated. For instance, physicians joined the Nazi party in droves (nearly 50% by 1945), a much higher fraction than for any other profession. Then, no surprise that our highly educated society fell so easily into the current propaganda trap that makes us believe that our governments are doing what they are doing only in order to protect us from a terrible danger. 

But propaganda is not necessarily a bug, it is a feature of the system. There is nothing wrong with the principle of authority, as long as you see it in terms of trust in people who know more than you. In the complex society in which we live it is impossible to question every facet of reality and, without this kind of trust, it would be impossible to keep it working. The problem with trust is that when it becomes an automated reflex it can be easily hijacked by people who use it to their own advantage. Then, trust becomes obedience and propaganda becomes the truth. (***)

If there will be some good consequences of the disaster that befell us during the past two years, it will be to understand the dangers of propaganda. And maybe to remember how right Ivan Illich was about the need of "deschooling society.

How do you know… ?

How do you know a variety of facts about the world? For instance, how do you know that matter is made up of atoms and electrons?

Presumably you learned about this in school. A teacher gave you a textbook that explained the experiments that established atomic theory. We knew already, before any electronic scanning microscope, that matter came in discrete units because the result of chemical reactions always yields perfect whole-number ratios. Subatomic particles were discovered with the cathode tube, Rutherford discovered the nucleus by shooting radiation at gold, Millikan discovered the charge of an electron with his famous oil drop experiment… the list of experiments in an introductory text goes on. An educated person who is not working in the hard sciences has, likely, already forgotten most of these. But they were in all likelihod presented to him, back in high school.

But none of these answers, even if you remember them, actually explain how you know about the atom. Unless you are in a very rarified group of chemistry and physics enthusiasts, you have not performed any of these experiments. So how do you actually know about atoms?

What happened, really, was that an authority figure gave you certain information, a significant amount of which you also read (in a text that is culturally authoritative), and you believed it. You believe stories like these because you have been raised to believe them and have not decided to radically doubt the authorities who passed this information on to you. Things like atomic theory seem to be widely believed, and people say it’s important for all sorts of technical applications, and these technologies seem to work very well. You believe about atoms, almost certainly, second-hand.

But it is not just atoms. How about the existence of Kazakhstan? It is on maps, people in the news talk about it as if it is real (and currently undergoing serious civil unrest), there are images of people in a place that is called Kazakhstan, and so on. This is also how you have any understanding of health and the body, the workings of your government, and so on. The educated mind has acquired most of its understanding through appeals to authority. The critical thinking that is so vaunted in education is mostly about judging whether or a certain authority is good (or, ultimately, approved), and in some cases whether it has internal inconsistencies that might discredit it.

I am saying this not to knock education as useless and only for the sheeple. There is not an alternative to appeals to authority. In any sufficiently complex technological or scientific society, the accumulated knowledge is too vast for an individual to replicate his ancestors’ discoveries for himself. This is already true in fairly technologically primitive societies: Which plant fibers are good for clothing and textiles, and which are useless? Which mushrooms are edible? What domesticated or semi-domesticated crops have been handed down to you? How does one hunt or make weapons for hunting? All of these are inherited knowledge or technology, and we are miles away from atomic theory. But the dependence on authority becomes much more acute for more highly technologically developed societies like our own. There is no viable alternative to an education in which appeals from authority are prominent. The only real alternative, completely erasing authority from the equation, is to drop back to some level below hunter-gatherer and hope to acquire enough knowledge over a single lifetime to manage bare subsistence.

Continuing Education

Education is, as they like to say now, a lifelong process. For the highly educated, all of whom adopt this model of trusting certain authorities for information about how the world works, and especially for those embedded in the “knowledge economy”, this kind of learning does not end (or does not largely end) with formal schooling about atoms and molecules. It continues into adult life. The teachers and textbooks are replaced by culturally authoritative figures like the newsman or public intellectuals (often academics or businessmen) and sources like The New York Times. And in the contemporary marketplace, if you don’t like these, other authorities are on offer.

The continuing education of the educated (most typically this education focuses on current affairs) has two consequences. The first is that it is remarkably easy to convince the educated classes of something. One only has to get the information printed in the right places. The educated can be made to believe that Iraq has weapons of mass destruction, or that cigarettes and canola oil are healthy (a typical claim in the midcentury), or that the high numbers of breakthrough COVID cases in countries with 90% vaccination rates are caused by the 10% of unvaccinated people. They can be made to believe anything, really. The same way the teacher explains about the electrons and the textbook backs her up, the newsman can go on Fox or print in Vox some story, and the educated and informed person will summarily believe it. Fairly recently the elites in America have suddenly noticed that this may not always work to their advantage, and Hillary Clinton coined the term “fake news” to explain her defeat (a term that was immediately taken up by Donald Trump and, like almost all of Hillary Clinton’s political moves, backfired spectacularly). However, this gullibility is not confined to conservatives (nor to liberals). It is a simple result of a large percentage of the population becoming lifelong learners.

The second consequence is that the cultural norms of society can change rapidly and over much less than a single lifetime. There have been a bevy of cultural norms that have been repealed or replaced over any adult person’s lifetime. The most obvious in the current moment is extreme fear of sickness, adoption of universal masking, and acceptance of ever-increasing government authority in the name of health. However, many other changes have occurred within a single lifetime: The widespread acceptance of gays and lesbians (currently this is happening with trans people at an even more breakneck pace), the non-acceptance of overt displays of (certain kinds of) racism, ignoring one’s dinner partner in favor of reading (once considered horribly rude with a book, now commonplace with a phone), ordering food instead of cooking, and if we go further back, the acceptance of left-handedness as a manner of writing (as late as the early sixties, this was disallowed in American schools). These are all changes that were normalized in less than the time it takes for an infant to become a legal adult. Despite this speed, they are often not noticed (many boomers lived through the acceptance of left-handedness and barely think about it), or thought of as so backwards that no one could possibly disagree (this was the case two years after the repeal of sodomy laws). A whole population can be freshly educated in the right way, whatever that right way happens to be today (and quite independent of whether it is good or bad for society), and tomorrow behave as though they grew up believing these things their whole life long.

This peculiarly modern form of changeability and indeed gullibility is not present in older, less literate societies. This is not to say illiterate or less literate societies don’t believe crazy things. Of course they do. But these crazy things are generally learned in childhood: how shamanistic magic can cure or curse, the presence of spirits all around us, the importance of smoking bodies before burial to reach the afterlife, and so on. The feudal serf may harbor a host of wacky superstitions, but they were acquired in his early education (not in a school so much as around the village) and became more or less fixed for his entire adulthood. Literacy and lifelong learning create opportunities for people to acquire new fundamental beliefs their whole life long. The gullibility of childhood can become permanent.

The sorts of rapid changes we have all experienced in the past two years in relation to COVID would not have been possible without a highly literate society. At the beginning of the pandemic, when news was first coming out of China, it was racist to be at all concerned about the virus. Then it became irresponsible and scientifically invalid to wear a mask. Then it became scientifically necessary to wear a mask (perhaps even two or three, simultaneously) and maintain social distancing. Then the science said it was okay to not practice social distancing if one attended the right kind of protests. Then it was necessary to get two vaccines, and that would end the pandemic. Then there was a booster one would get once a year, now down to every four months. At each stage, people have wholly bought into the new belief system which may have contradicted the belief system of last month or last week. Science changes, or rather the story that the cultural authority is telling changes, and so people’s fundamental beliefs can be updated more or less live. This is not because the whole population has actually properly learned something. They have just been informed of a change of plan.

Life in the age of propaganda

As I stated before, there is no solution that will keep us from having to learn by appealing to authority, because there is too much to know for any person to build up everything from scratch. Everyone has a matrix of beliefs which they have built up partially from direct experience (the minority) and partially from authorities they trust (the majority). But in an age of constant learning, it is much easier for baseless beliefs to infiltrate a belief matrix over time. When people worry about propaganda, I think this largely what they mean: That the set of new information being acquired will contain beliefs that, if one were to build them up from scratch (which most people cannot do, and no one can do with all the new information), would not hold up to scrutiny. This has been, for all of human history, an ever-present possibility in childhood, but children don’t have the mental capacity to worry about this.

This is not a place to “solve” the problem of propaganda. Such a solution (if it were possible) would be worthy of a lengthy book on epistemic philosophy or sociology. All I want to point out here is that propaganda, and easily-propagandized populations, are a result of education and cannot be fixed by simply educating people better. The very instruments for increasing knowledge in fact introduce the greatest possibility for the rapid adoption of false beliefs. If we want to live with the benefits of literacy (and we have no choice, this is the world as it is, unless we suffer a severe dark age), we must learn to live with and, if we are very lucky and work very hard to change society, mitigate the dark side of that social technology.
